More information on Policy Consultation Upper Secondary Education
 

In both objectives the work was done in a close cooperation between APS and the staff of that part of the department of Education that was specialized in renewal of the secondary education. The working schema was the same for both objectieves:

Step 1:

preparation by exchange of papers, notes, proposals  via e- mail ( and sometimes telephone) between the APS-office in the Netherlands and the staff on Aruba

Step 2: 

the APS-consultant joins, in the Department on Aruba, the Arubean staff during a number of days to design the suggestions, proposals, schemes…etc

Step 3: 

complete the task by fine-tuning, last comments and final suggestions to the propals, from the APS- office to the staff on Aruba; again most of the time by e- mail.

 

The APS- consultation took some 20 days, spread in a periode of about 18 months.

 

In the first objective, the renewal of the higher levels of secondary eduction, the APS offered its know how in the field of modern education. Due  the close cooperation between APS and the staff on Aruba, a relevant mix of  new insights in what and how to teach on the one hand and local cicumstances and opportunities was made. After a number of consultations with a diversity of reference-groups on Aruba, this objective resulted in the ‘Nota Ciclo Avansa’.

 

Then the work on the second objective, design the implementation, started. There the APS brought in its know how regarding  the policy, procedurs  and techniques in innovation.

On basis of the ‘nota Cicli Avansa’  the planning of the implementatin was designed. Used were the planning-techniques of ‘the logical framework’. It resulted in the ‘Projectdossier Implementation CicloAvasa 2005-2010’.

 

Working on the renewal of the higer levels of secondary education on Aruba turned out to be a nice example of  how effectieve a cooperation on the basis of mutual respect and professonalisme can be.
