Education reform and school improvement are invariably connected with making choices about conceptual frameworks, applied research, agreed upon policies, financial and practical limitations. Professionals but especially education authorities, school boards and school leaders are in the position and have the responsibility to make these choices, and to design a future education system as a guideline for implementation strategies.
